HTML-Kit 292 is a highly customizable editor software that you can use to create, edit, preview, validate and publish web pages and other types of text files. The full original version is available for Windows 95 - Windows 7, free of charge. No nags, no ads, no catch.

Axped The Axped XHTML editor integrates AJAX, XHTML, and PHP scripting into a single editor to speed up web development that uses combination of technologies. It eases the task of formatting HTML tags, typing CSS, and including JavaScript functions. Wizards build tables, image maps, image buttons, rounded borders, and other web page features.

MIT (myimagetool) Sometimes you just need a tool to quickly display images, do some basic processing, scan a document, or perform some other simple task. Crop, rotate, resize, and print images. Print scanned documents to a fax. Convert image file formats. The mit utility does all this and more.

Nvu Nvu is the best free WYSIWYG HTML editor ever created. Nvu is extremely easy to use for the non-technical user. If your needs are simple, you can build and maintain sites using no other tool than Nvu. More advanced developers will take advantage of the four different views available: Normal (WYSIWYG mode), HTML Tags (Tags are outlined and represented by icons), Source, and Preview. Source allows you to edit the code directly with color-coded syntax. In addition to HTML authoring, Nvu also has a built-in CSS editor and site manager. Other features include template support, table wizards, and even a table of contents generator. It's integrated ftp client allows you to upload your site to your server using the site manager.

DHE Editor 1.8 Not quite as intuitive as Nvu or as clean as PSPad, HTML-Kit's main claim to fame is it's large body of pre-built plug-ins that allow you to insert such things as scraps of PHP/MySQL code or to create slide shows. These can be enormous time-savers. It has a large and loyal user base to help you along the way.

DHE Editor is designed for non-coders. It is unique among WYSIWYG web page creators in that it exclusively uses style sheets to layout pages. In essence, you draw out the areas where you want your content to be, much like a page layout or desktop publishing tool. Quite nice.

TopStyle Lite 3.10 You can edit the CSS for your site in Nvu if you like (or any plain text editor for that matter), but I recommend you get the dedicated tool, TopStyle Lite. It's extremely easy to use and gives immediate visual feedback during your style creation. Developers that have never tried it are always surprised at how helpful it is.

phpDesigner 7 Extremely powerful, extremely customizable. It includes syntax schemes for practically everything: PHP, HTML, XHTML, CSS, Perl, C#, JavaScript, VB, Java and SQL (Ingres, Interbase, MSSQL, MySQL, Oracle, Sybase and Standard SQL). You can debug your scripts with the PHP interpreter. A PHP manual is built-in, and it includes all the standard coding goodies like parameter hints, auto indent, auto close brackets, etc.

It also has a built-in project manager, file manager, and ftp client. I'm very, very happy with this product.

JAlbum If you are managing huge catalogs of photographs that are updated regularly, you should consider a server-side solution. For creating static HTML pages, you can't go wrong with JAlbum, the most powerful tool in its class. It doesn't get easier than this. Drag and drop album creation, customizable album appearance, multi-language support, hierarchal folders, wizards, EXIF support, image filters, you name it, it's got it.

Javascript Vault You want a "check all" option on your forms. Or maybe a pop-up calendar date picker. This is an excellent, downloadable resource for all those common javascript utilities that every web developer needs. The author has compiled them into an easy-to navigate set of web pages that reside locally on your computer, with working examples of each.

FeedSpring Straightforward, efficient way to create RSS feeds for your site. Simply fill in the form fields, and it creates a synctactically correct RSS 2 feed. Simple and useful.

Adsen Favicon Favicons are the graphic files you put in your site's root directory. They are displayed on Firefox and Opera's tabs and bookmarks and in Internet Explorer's favorites. Adsen Favicon is a simple tool for converting graphics to favicons.

OpenOffice A complete suite of office applications that mirrors Microsoft's, including a word processor, a spreadsheet application, a presentation maker (think PowerPoint), a  database creator (like Access), and even drawing and equation applications. OpenOffice is one of the crown jewels of free software, with pretty much all the bells and whistles that you would want in an office suite. You can even create PDF files from any of the applications, something Microsoft can't do. Additionally, you can open and save to Word, Excel, and PowerPoint formats. Absolutely amazing.

This is the one to watch, and could, ultimately, be the Microsoft killer. Most businesses are tied to Windows purely because they can't afford to give up MS Office. OpenOffice runs on Linux, OSX, as well as Windows, and it does everything that the vast majority of businesses need. It's rapidly being adopted worldwide by governments and school systems. For example, Brazil is in the process of fully adopting it in all government offices.

SimpleOCR So you got that spiffy new scanner for $25 (after rebate) at your local Humongo Electronics Store. You want to save your old Social Studies papers. Scan 'em in and run them through OCR. Then you can edit them and post them on your blog.

SimpleOCR is aptly named. It doesn't have tons of unnecessary "features" that you find in most commercial OCR packages. You can process scanned pages or pre-existing images and save them to a simple text file or save them as a Word document if you prefer. Clean and quick.
